So they bring out the carrier sim card along with the device. You'll notice that if you go to Best Buy the model number is the same for all 3-4 major carriers.

What you have to watch out for is people selling phones unlocked BUT not paid off through a carrier. They can blacklist that phone despite being “unlocked”.
